Arts Access for All: A Process Evaluation of California’s Proposition 28

Abstract

This study evaluates the implementation of California’s Proposition 28, enacted in 2022 to provide $800 million–$1 billion annually for arts education. Using a process evaluation approach, this research examines the implementation of Prop 28 to determine whether LEAs allocated and spent funds in accordance with the statute. Analyses include statewide funding allocations and document analysis of district spending reports from the 2023–24 school year. Findings indicate that while all LEAs received appropriate funding, most spent funds in accordance with the law—primarily through increased arts teacher full-time equivalents. Some LEAs reported barriers to spending, and a few districts misused funds. This study offers early insights into policy enactment fidelity and implications for equitable arts access statewide.
