In order to understand the case of Japanese international students and racial discrimination, this paper explores the Japan's study abroad promotion initiative and examine global racial hierarchy, focusing on Japan’s relationship with the U.S. I ask: How does global jinzai or global hunan resources or globally competent worker development initiative reflect Japan’s global positioning, and in what ways do they react and inform global racial hierarchies, particularly in relation to the U.S.? I argue that, through global jinzai development promotion, Japan reproduces a global racial hierarchical structure by aligning with white/Western norms rather than resisting them.
