English Language Proficiency in Healthcare Professions: Minimum Passing Scores for Foreign Health Care Workers

Abstract

The objective of the study is to analyze existing minimum passing scores (i.e., cut scores) on English Language Proficiency (ELP) tests for foreign health care workers and compare those scores to scores indicated by concordance studies. By revealing more appropriate cut scores based on the concordance studies, the relevant federal government agency can adopt those cut scores instead of the arbitrary scores used in practice currently. This is essential to ensure consistency in performance expectations across exams. In January 2025, a convening of ELP test publishers was held, during which this interim plan for concorded scores was developed. The results showed substantial differences in some cut scores based on the concordance studies, compared to the existing cut scores.
