Abstract

This is a qualitative, conceptual approach paper that introduces the Integrated Policy Analysis Framework (IPAF), a seven-step model that unifies the strengths of Patton’s Six-Step Model and Bardach’s Eightfold Path. By synthesizing the analytical rigor of Bardach with the stakeholder-oriented structure of Patton, IPAF offers a practical yet comprehensive framework for evaluating complex policy issues. Each step incorporates tools for defining problems, establishing criteria, generating alternatives, projecting outcomes, and communicating decisions. The framework is designed to enhance decision-making, support iterative reflection, and promote transparency and accountability. IPAF advances the field of policy analysis by bridging academic theory and real-world application, offering a flexible structure suitable for addressing multifaceted policy challenges across contexts.
