Abstract

This study investigates the global governance of ethical issues in artificial intelligence in education (AIED) by conducting a comparative analysis of policy documents from European organizations, China, and the United States. Using Python-based text mining techniques——the study identifies frequently emphasized ethical themes and reveals regional differences in ethical priorities. A pilot study of eleven documents shows that "equity" emerges as a dominant concern, contrasting prior findings in general AI ethics where "privacy" is most prominent. This research contributes to a deeper understanding of how AIED ethics are socially constructed and governed in diverse global contexts.
