Shifting Landscapes in STEM Program Evaluation: New Priorities, Persistent Gaps

Abstract

This study examines how evaluators of nationally funded STEM programs have defined, measured, and implemented DEI-focused evaluation between 2019 and 2024. Drawing on annual survey data (n=69 in 2019; n=67 in 2024), we compare shifts in evaluation practices and explore how changing political climates shape constraints. While “Diversity” remains the most measured construct, “Equity” and “Inclusion” continue to receive less emphasis. Qualitative responses reveal evaluators’ adaptations to restrictive legislation, particularly in conservative states, through language softening and cautious design. These findings underscore the need for evaluation practices that remain contextually grounded and DEI-driven despite external pressures. This work advances the field’s understanding of evolving challenges in DEI-focused evaluation within STEM.
