From Protest to Policy: How Gen-Z Activists Build Power Across Boundaries

Abstract

Amid rising global youth activism, Gen-Z is redefining political participation by moving seamlessly between protest and institutional engagement. This qualitative study follows ten Arizona-based youth activists over eight months, integrating photovoice reflection interviews with social media content analysis to examine their journeys from “outside” activism to “inside” political roles. Findings reveal that personal and political crises, mentorship, and digital communities catalyze engagement, while strategic use of both online and offline spaces sustains momentum and builds efficacy. Despite facing institutional tokenism, participants reject symbolic inclusion, striving instead for authentic power-sharing and democratic renewal. The study offers actionable insights for educators and policymakers committed to fostering youth agency and more responsive democratic institutions.
