Black History as a Palimpsest: Honoring the Past–Liberating Present Mindsets

Abstract

The purpose of this study is to investigate the impact of combining a Consequential Research Framework CRF/palimpsest approach to excavate Black history state mandates. CRF requires an understanding/connection to history, prioritizes URMs; it amplifies researchers’ positionality; and interconnects all phases of research design.The research questions are:(1) In what ways have Black History mandates impacted the graduation rate of Black students in states that have Black History mandates? (2) How do oversight committees for Black History mandates impact the execution of Black History mandates and subverted anti-DEI laws? (3) In what ways does Black History mandates build capacity in teachers’ empathy towards Black students’ lived experience?This study will save the federal government billions of dollars.
