More than Rhetoric: A Case Study of Inclusive Education Policy and Practice

Abstract

This critical qualitative case study explores the implementation and impact of a district wide inclusion policy in a large urban school district in the northeastern part of the United States. Guided by Dis/Ability Critical Race Studies, specific focus was given to understanding the ​​intersectional implications that race, and dis/ability played in the district’s inclusive classrooms. This research identified key themes that influenced students’ ability to access their least restrictive learning environments including delivery of specialized services, adequate resources and educator support. This research contributes to the larger discussion about equitable inclusion practices, and emphasizes the importance of centering the voices and experiences of educators in order to make true inclusion a reality for all students.
