Abstract

This case study focuses on Lumina’s efforts to advance equity in postsecondary policy following a blackface scandal. Using Kingdon’s multiple streams and Knaggård’s problem broker frameworks, I examine the collaborative process by which Lumina operated in Virginia, serving as a problem broker in a politically charged environment to advance equity.
