Cross-Cultural Validation of the 2022 PISA Creative Thinking Assessment: Evidence from Five Asian Regions

Abstract

In today’s rapidly changing, interconnected world, creative thinking is a key 21st-century skill. To assess this, the OECD introduced the Creative Thinking assessment in the 2022 PISA, targeting 15-year-olds’ ability to generate novel and valuable ideas. However, cross-cultural validation is essential to ensure fairness and comparability. This study examines the psychometric properties and cross-cultural validity of the assessment in Confucian-influenced East Asian societies, Singapore, Korea, Hong Kong, Macao, and Taipei. While these regions share values like academic rigor and teacher-centered instruction, they differ in language, policies, and exposure to creative learning. This diversity offers a critical lens for evaluating whether PISA’s creative thinking measure functions equivalently across cultures.
