Reimagining TVET in the Digital Age: A Conceptual Framework for Internet of Everything Integration

Abstract

The Internet of Everything (IoE) offers transformative opportunities for Technical and Vocational Education and Training (TVET) by connecting people, processes, data, and things into dynamic learning ecosystems. This study employs a three-round Delphi method with 11 interdisciplinary experts to design a conceptual framework for IoE concept integration in TVET systems. Guided by lifelong learning, smart learning environments, Education 4.0, and connectivism, the framework identifies technological, pedagogical, and institutional dimensions necessary for scalable and equitable adoption. Results present an ecosystem-based model linking learners, institutions, enterprises, and supportive stakeholders, alongside a staged roadmap for implementation. The study contributes a theoretically grounded, policy-relevant model for advancing future-ready vocational education in the era of Industry 4.0.
