This study explores how generative AI empowers universities through a case study of Arizona State University (ASU). Using qualitative text analysis, it employs an expanded six-element sociotechnical systems framework, adding rules and culture/environment to the classic model. The research reveals that ASU’s success stems from a sophisticated social governance system, not just technology adoption. This system operates as a duet, with an "innovation engine" maximizing AI's benefits in teaching and research, and a "risk stabilizer" enforcing ethical boundaries through clear principles and guidelines. ASU’s practice shows that a university's core AI-era competitiveness relies on its ability to steer technology and manage risk, providing a valuable governance model for higher education.
