Abstract

Educational change requires visionary and effective leadership to guide systems toward greater equity and inclusion. In 2021, the Ontario Ministry of Education initiated a significant reform by eliminating academic streaming in Grade 9, beginning with the mathematics curriculum. This study examines the implementation of the de-streamed curriculum policy from the perspective of school district leadership, focusing on how school district leaders navigate the complexities of educational system changes. Findings reveal that successful implementation depends on sustained leadership, responsive professional development, and collaborative efforts across all levels of the education system. The research contributes to the broader discourse on educational equity in Canada by offering insights into how leadership can drive meaningful and lasting transformation in secondary education.
