From Theory to Empowerment: Advancing HBCU Teacher Preparation through Integrative Literacy Theory

Abstract

This paper introduces Integrative Literacy Theory (ILT), a multidimensional framework that combines the Science of Reading (SoR) with culturally responsive and trauma-informed pedagogies. Designed to strengthen reading instruction in Historically Black Colleges and Universities (HBCUs), ILT positions literacy not just as a technical skill, but as a tool for liberation. The theory addresses the cognitive, cultural, and emotional dimensions of reading, recognizing the unique challenges faced by Black P–12 students. By integrating evidence-based literacy strategies with justice-centered pedagogies, ILT serves as a transformative model for preparing equity-minded teachers. The paper includes conceptual framing, theoretical foundations, application strategies for teacher preparation programs (TPPs), and recommendations for implementation. Sample tables and instructional modules are referenced to illustrate practical adaptation.
