Geographic Disparities in Access to Affordable, High-Quality Prekindergarten Across Indiana

Abstract

Although access to high-quality Prekindergarten is essential for closing opportunity and achievement gaps, equitable access remains uncertain. This study investigates geographic disparities in access to affordable, high-quality PreK providers across Indiana. Along with spatial variations by provider types, quality, and affordability, this study reveals spatial mismatches between supply and demand, especially in rural and low-income areas. While many providers accept subsidies, far fewer participate in a state voucher program, the On My Way PreK, limiting access for eligible families. Grounded in spatial justice and accommodations frameworks, this research shows how geography, policy, and socioeconomic conditions shape families’ PreK access and offers implications for improving equity and responsive PreK programming in early childhood education.
