Military Recruitment in High Schools: Section 8528 of the Elementary and Secondary Education Act (ESEA)

Abstract

This paper, through mixed methods with 42 participants, captures the stories of military veterans that had few non-military options as they approached the end of high school and by the high school teachers and counselors who witnessed these limited choices. Many of these high school military recruits came from poor urban schools and poor rural schools that are major contributors to the school-to-military pipeline. There are active efforts at United States high schools across the country, on behalf of the Department of Defense with huge financial resources and with cooperation of the Department of Education, to maintain this pipeline flowing with high schools recruits into the most well-funded military in history, the United States military.
