Abstract

Little attention has been given to Education Reform Organizations (EROs) in higher education. To enhance our understanding and engagement with EROs, research is needed to capture who these organizations are, the types of ways they engage with colleges and universities, and the focus of their reform efforts. This work seeks to establish a framework for understanding and examining EROs in higher education to guide future research, policy, and practices in how to understand and engage with these organizations in shaping change in higher education. This study finds four ERO types, underscoring the distinctions across this sector and significance of this work.
