Abstract

The integration of Generative AI in education faces challenges including student misuse and inadequate teacher preparation. This mixed-methods study explores empowering teachers as creators of Pedagogical Agents (PAs). Fifty-two K-12 teachers designed multi-agent workflows during a professional development workshop. Data included pre-workshop ICAP self-efficacy surveys, PA artifacts, and interviews with 16 teachers. Structural Equation Modeling revealed that teacher self-efficacy significantly predicts PA quality. High-performers demonstrated superior AI-TPACK competencies. The creation process generated a "Boost Effect" characterized by externalization of tacit knowledge, rapid cognitive looping, and community formation. This study demonstrates that empowering teachers as PA creators is a potent professional development model that cultivates their AI-TPACK, effectively transitioning them from technology users to innovative pedagogical designers.
