For-Profit vs. Nonprofit Charter School Performance: A Comparison of Student Achievement Across CMO and EMO Charter Schools in Arizona

Abstract

This proposed study will examine how for profit and nonprofit charter school governance models relate to student achievement in Arizona. It will address two research questions. First, do CMO managed or EMO managed charter schools demonstrate higher student performance. Second, within each model, which school and staff level factors such as teacher experience, certification, principal tenure, and school age are associated with stronger outcomes. The study will use statewide data from the Arizona Department of Education from 2014 to 2024, including AzMERIT, AASA, and SAT scores. A two stage fixed effects regression approach will be used to compare student achievement across governance types and to explore organizational factors linked to performance within EMO and CMO schools.
