Understanding CAPE as a Practical Tool for Equity in K-12 Computer Science Education

Abstract

The CAPE framework (Capacity, Access, Participation, Experience) is a prominent equity-focused lens in K-12 computer science education (CSEd) research. Despite increasing adoption since Fletcher and Warner's (2021) introduction, significant variation exists in how researchers operationalize CAPE across contexts. This systematic literature review examines how CAPE functions as a practical tool through the analysis of peer-reviewed articles spanning diverse educational settings. Findings reveal distinct patterns: CAPE is used as a tool that enables the identification and definition of inequities, strategic planning and implementation, and as an evaluation framework. This synthesis clarifies CAPE's utility and adaptability, guiding its application for advancing equity in Computer Science Education (CSEd) and Science, Technology, Engineering, and Mathematics (STEM) fields.
