This study examines the impact of technology-based learning environments on students’ scientific literacy in Singapore and the United States, utilizing PISA 2022 data. Through hierarchical clustering and hierarchical linear modeling, the analysis examines the structure, quality, and accessibility of ICT use, with a focus on the moderating effects of school climate and teacher qualifications. Singapore’s structured, policy-driven approach is contrasted with the United States’ decentralized and variable implementation. While U.S. students report more frequent ICT usage, Singaporean students show higher efficacy and academically focused engagement. Grounded in sociocultural and ecological systems theory, the study frames ICT as an embedded learning environment. It aligns with AERA 2026’s theme by examining how governance structures shape digital learning and equitable technology integration.
