Abstract

This panel presents new empirical research quantifying and explaining gaps in out-of-school time (OST) access for children in under-resourced communities. Using evidence from several large-scale studies, presenters demonstrate that the largest barriers to OST participation are not solely logistical such as cost or transportation. They are also related to mismatch between program offerings and family preferences as well as waiting list optimization. The session is designed to foster an in-depth dialogue between researchers and OST system leaders--including a superintendent, community intermediary, and foundation program officer—who will serve as discussants. Panelists will present new empirical research, methodological innovations, and actionable strategies for expanding equitable OST access, while discussants will ground the conversation in lived experience and system-level perspectives.
