Distinguished Scholar Address at the Research in Reading and Literacy (SIG 11) Business Meeting. Featured speakers, Dr. Elfrieda (Freddy) H. Hiebert, TextProject, and Dr. Sarah M. Lupo, James Madison University, will deliver their address, "Proficiency Interpretations and Interventions for Below-Basic Adolescents on NAEP: Do They Represent and Address Students' Strengths and Needs?" This presentation examines how proficiency interpretations—particularly those using the decoding threshold framework—have shaped intervention selection and benchmarking for struggling readers. We consider the appropriateness of current interventions relative to interpreted proficiency profiles and review available evidence on intervention efficacy for this population. The analysis reveals the stakes of interpretation: when proficiency interpretations misalign with students' actual needs, intervention selection suffers, and outcomes suffer with it.
