This round table examines how participation, rights, and public voice are constructed and contested across educational systems worldwide. Papers explore how governance reforms and ideological pressures redefine who participates in decision-making, from the suppression of critical pedagogy and children’s rights to play, to the narrowing of community engagement under centralized control, and the framing of educators as adversaries. Together, they illuminate the dynamics of participation and power, showing how policy and discourse shape who is authorized to speak, teach, and belong within education governance across global contexts
