Reforming Inspection Over Childcare Provision: Lessons From Israel

Abstract

This study investigates reforming inspection over early childhood education and care frameworks. Inspectors, being front-line workers in charge of enforcing these reforms, play an important role in their successful implementation.
The study offers a typology of models of regulation and inspection that are affected by the perception of risk and levels of trust. Subsequently, the study explores inspectors' understanding of regulatory reform and the shift from one model to another. The study focuses on a pilot program, led by the Ministry of Welfare in Israel, aimed at reforming the inspection over day care facilities in Israel. The method includes 24 interviews with day care inspectors who participated in the pilot.
