Culturally Responsive to Whom? Leaders and the Varied Discourses and Subtexts of Stakeholder Engagement

Abstract

The events of recent years have shed light on the importance of culturally responsive school leadership, which includes the cultivation of equitable, authentic relationships with stakeholders to govern and sustain schools. Scholars have investigated the cultural responsiveness of family and community engagement in leadership practice. Yet, few have examined the broader range of outreach efforts in which leaders engage to sustain their schools in this era of marketization. This case study addresses this gap. Using qualitative data sources, it compares the outreach tactics that leaders affiliated with charter management organizations (CMOs) in one city use when engaging funders, policymakers, and families, paying particular attention to how messages are deployed as way of understanding the culturally responsive nature of their tactics.
