High School Principal Perceptions of a Statewide Dual-Enrollment Program

Abstract

Dual enrollment policy has scaled up substantially in the last two decades nationwide. The broad majority of students take DE courses at local high schools, where students earn both high school and college credit. In this study, we survey high school principals in a state with a robust DE policy, where local school districts cover the cost of student tuition and for books, and with few course enrollment limitations. Analysis of principal surveys revealed three themes: (1) economic/credential student motivations for DE enrollment; (2) Enrollment inequities constituted the second theme identified. (3) Issues surrounding dual governance were revealed. Data show that principals have experienced conflict between institutions of higher education and their high schools based on curriculum, pedagogy, and/or finance.
