Effects of In-State Resident Tuition Policies on Undocumented Student Enrollment: A Systematic Review With Meta-Analysis

Abstract

As undocumented students have navigated the path toward a college degree and beyond, a growing number of researchers have sought to understand their educational experiences and the policies that shape them. This systematic review with meta-analysis will focus on the effects of in-state resident tuition (ISRT) policies on the college enrollment of undocumented students. Quasi-experimental studies, particularly those using difference-in-differences design, will be identified and their results extracted and quantitatively synthesized to address the research questions: 1) How does enactment of an ISRT policy increase college enrollment rates among undocumented students in the policy state? 2) Does enactment of an ISRT policy have any effect on US citizen enrollment rates?
