The research reported in this paper addresses the greatest challenge facing national education systems around the world, that of ensuring that all children and young people are included and treated fairly. It led to an approach that is proving to be promising within the challenging contexts of Latin American countries. The research involved two phases. The first of these, was carried out in seven Latin America countries. This led to a methodology for reviewing and developing policies and practices, and recommendations as to how this should be introduced. The second phase involved the use of this approach in ten schools. Since this occurred during the period of the COVID-19 pandemic, additional obstacles had to be addressed.
