STEM-CTE is a recent phenomenon occupying the intersection of science, technology, engineering, and mathematics (STEM) and career and technical education (CTE) curriculum in American high schools. This project traces the historical development of K-12 STEM education and CTE federal policies to document the trajectory. Using Kingdon’s policy windows framework, the technological, social, and economic changes in American history have driven policy adoption though national defense and the needs of employers are the prevailing justification. Findings suggest that this approach does not provide explicit guidance to address persistent race/ethnicity and socioeconomic inequity in course enrollment patterns. Both theoretical and curriculum and instruction research are needed to generate new solutions aligned with the federal policy window and the agenda items not included.
