Leading Second-Wave Multi-Tiered Systems of Support

Abstract

This study examined discourses that educational leaders guided their schools to employ while implementing Second Wave Multi-Tiered Systems of Support (2WMTSS). Conventional MTSS is a triage-based structure to identify and support students identified as “at-risk.”. 2WMTSS explicitly addresses systemic racism and marginalization in those efforts. An initial findings indicated that leaders most easily related prior initiatives for culturally responsive pedagogy to Tier I of a 2WMTSS system. Second, 2WMTSS reframed systemic reforms and adult support practices such as curriculum mapping and professional development for cultural responsiveness as Tier I and II measures. Third, 2WMTSS data analysis protocols changed focus from student deficit predominantly to include student strengths and the work of adults, systemic structures, and practices with equal rigor.
