This study is a critical policy discourse analysis of the 2021 teacher education reform in Korea. The goal of this study is to unpack underlying values, ideologies, politics, and power relations in policy discourses surrounding the reform initiatives. Taking a multilevel, multi-method case study approach, this study investigates the policy discourses at macro (international), meso (national), and micro (subnational) levels of influential policy actors in policy processes. The findings of this study present the connectedness of framing Korean teacher quality across the three-level discourses and the Korean government’s mobilization of rhetoric in its normative argument for action using practical reasoning. This study contributes to articulating the context-sensitivity of vernacular globalization (glocalization) at play in teacher education policy process.
