Abstract

The purpose of this study is to examine the effectiveness of commissioned social education directors in Japan. The term social education director (SED) refers to Japan's educational specialists (a national qualification) who are mainly assigned to boards of education. These specialists are regarded as key personnel in the development of local learning environments and the promotion of education through cooperation between schools and communities, which are common priorities for all countries seeking to attain sustainable development goals.
Examining the effects of the system for commissioning SEDs will enable us to evaluate the effectiveness of fostering these educational specialists and indicate the system’s value as a model for implementation of future educational policies in Japan and internationally.
