Appraising Metropolitan Arts Education Partnerships: A Policy Analysis

Abstract

Over the past 20 years, some of the most notable arts education policy initiatives have taken place in large metropolitan areas. These initiatives have followed a somewhat similar progression of conducting a needs assessment, forming a partnership, and securing funding. Aside from some impact studies and descriptive literature, little research exists that specifically analyzes their policy implications. Therefore, the purpose of this study is to describe the formation of high-profile metropolitan arts education partnerships through a policy-focused multiple case study approach. Through document analysis and interviews with key stakeholders, we investigated the policy framing, partners, goals, and metrics driving such partnerships. Our analysis provides a means to illuminate the ways equity is considered in arts education policy making.
