This study examines how the St. Louis Post-Dispatch depicted the schooling experiences of Black students following implementation of the Missouri Transfer Law (MTL). The MTL requires unaccredited districts to pay tuition and transportation for students to attend schools in adjacent districts or approved charter schools (Missouri Legislature). This study focuses on students who attended schools in the Normandy school district during the time they lost accreditation and were expected to abide by the mandates of the MTL. The primary research question is “How did the St. Louis Post-Dispatch depict the schooling experiences of Black students attending Normandy schools under implementation of the Missouri Transfer Law?
