As part of a federal education project, virtual professional development (VPD) sessions called Massive Open Online Professional Individualized Learning (MOOPIL)—short, on-demand, recorded webinars—were provided to teacher leaders on high-need campuses. In order to learn about and practice building instructional capacity on their own campuses, the teacher leaders designed their own MOOPILs. The research team developed an evaluative rubric to assess the quality of these teacher-made MOOPILs. In this study, we conducted a Lawshe content analysis on each item in the MOOPIL rubric.
