The Missing Link? Centering Assessment Literacy in Evaluator Education Preparation Programs

Abstract

In order to fulfill the responsibilities of evaluative work, evaluators must possess a variety of skills, including methodological expertise, management abilities, and interpersonal competence (LaVelle & Donaldson, 2015). Braverman (2013) asserts that evaluators should also provide leadership for a variety of critical functions involving measurement. Despite this call, however, there is an absence of scholarly literature that examines how evaluator educators teach practicing and would-be evaluators measurement and assessment competencies. Therefore, this study investigates why fundamental measurement principles should be taught to practicing and would-be evaluators, what assessment competencies are most critical in evaluator education, and how evaluator educators can center measurement in their teaching curricula. Lastly, implications for the evaluation field, especially for novice evaluators, will be explored.
