Evaluating the Teacher Career Pathways Program on Teacher Leadership in New York City

Abstract

Prior research establishes that teacher leaders can enhance instructional capacity in schools, specifically in environments with persistently high teacher turnover. Thus, efforts to cultivate teacher leadership serve as a promising pathway for school improvement. The current study evaluates the impact of the Emerging Teacher Leader Program (ETLP) on participating teachers and schools in the Bronx, New York. Using propensity score matching methods, the study finds that ETLP-trained teacher leaders demonstrate improvements in teaching quality and lower rates of turnover compared to other observably similar teachers. Additionally, schools with an ETLP-trained teacher leader experienced small improvements in school climate and teacher retention.
