Abstract

To develop a new scale instrument, researchers have recommended steps/phases to follow. Zhou (2014) suggested detailed steps for the two stages of instrument validation analysis process in the exploratory instrument design. Trakman et al. (2017) developed an eight-step validation method for questionnaire development, in which the first step is to define the central phenomenon of the questionnaire and what the questionnaire is to measure. Similarly, Zhou (2019) emphasized “The central phenomenon of the qualitative study should be defined the same as the scale construct, and all research questions should relate to it” (p. 43). Therefore, a qualitative investigation is necessary for exploring the scale construct and collecting detailed information.
