Language Policy as a Key Enabler of International Higher Education for an Equitable Education System

Abstract

The development of international higher education as a cross-border education system fosters the creation of knowledge and the leaders of a sustainable international community, Meanwhile, in order to realize a system, there is an issue of how to use a medium of instruction that enables the activities. There is a discrepancy between the languages that maintain national education policy and international higher education, and there is a dynamism of language policy on how to handle both. This paper takes Malaysia as a case of language policy for national integration and for the participation of international higher education, and aims to clarify the role of language policy for establishing an equitable higher education system by analyzing policy documents since the 1990s.
