Ethics and Innovation: Rethinking AI Integration in Public Administration

Abstract

The rapid evolution of artificial intelligence (AI) presents both opportunities and challenges for the public sector. While the integration of AI technologies promises enhanced efficiency, improved decision-making, and more responsive service delivery, it simultaneously raises critical ethical concerns. Issues surrounding trust, accountability, transparency, and fairness are particularly pressing for public organizations, which are uniquely tasked with upholding democratic values and public interest.

Employing a mixed-methods approach, this research integrates quantitative survey data, an extensive literature review, and planned expert interviews. In May 2024, a survey titled “Perceptions and Current Utilization of AI Technologies in the Korean Public Sector” gathered 829 valid responses from government officials and public institution employees. Initial analysis reveals that trust, responsibility, and transparency are the most prominent concerns among public sector professionals regarding AI adoption. To build on these insights, expert interviews scheduled for May 2025 will provide deeper perspectives, informing a more comprehensive understanding of the issues.


By addressing the ethical implications and challenges of AI adoption, this research contributes to the growing discourse on AI governance in the public sector. The study aims to propose a practical framework to guide policymakers and practitioners in navigating the ethical complexities of AI integration. This framework seeks to foster public trust, enhance accountability, and maximize the societal benefits of AI technologies.
