Impact Evaluation of Tennessee's Resea Program

Abstract

The Reemployment Services and Eligibility Assessment program (RESEA) is an initiative set forth by the U.S. Department of Labor (DOL) to assess eligibility for unemployment insurance (UI) claimants and to provide individualized job search assistance in one-on-one meetings. In line with requirements in section 306 of the Social Security Act, Tennessee ran a randomized controlled trial from August 2024 through April 2025 to evaluate their program. This presentation would share preliminary findings (UI duration, employment, earnings) from the whole-program impact study of the Tennessee RESEA program. The study sample includes roughly 25,000 claimants who were randomly assigned into treatment (RESEA requirements) or control (standard UI requirements).


In addition, this presentation would provide results from an implementation study conducted alongside the RCT. These findings provide context to understand the RCT results, and help facilitate comparisons with other RCT findings.
