Poster #52 - From Application to Agreement: Unpacking Landlord Decision-Making with Housing Voucher Holders

Abstract

Housing voucher programs help low-income households afford market-rate rental properties by subsidizing a portion of their rent. Voucher programs improve the health and well-being of low-income households. However, a significant barrier complicates program implementation: many households with vouchers struggle to find a unit they can rent. Los Angeles County has one of highest proportions of renter in the U.S. and has a number of federally and locally funded housing voucher programs. However, in 2023 over 15% of allocated Housing Choice Voucher went unused in Los Angeles because voucher holders could not find units to rent with their vouchers. 


This participatory research study is being completed in partnership with a Community Advisory Board (CAB) that includes landlords, voucher program administrators, and Los Angeles renters with housing vouchers. By bringing together diverse perspectives the CAB helped define three study aims that are policy relevant to multiple stakeholders. The study aims to (1) understand how equity issues including racial disparities shape voucher holder access to low-poverty neighborhoods, (2) describe factors that landlords consider when deciding whether to rent to voucher holders, and (3) identify policy interventions to increase landlord participation in voucher programs. The research team will use a sequential mixed-methods approach to achieve these aims that includes analyzing administrative data and conducting a document review of rental postings that will inform subsequent interviews with Los Angeles landlords. Interviews will collect feedback about landlords' experiences working with voucher programs and possible interventions to encourage landlords to rent to voucher holders.  


Study findings will offer insight into strategies to strengthen cross-sector collaboration between government administered housing vouchers and private sector landlords. Identifying approaches to increase landlord participation in voucher programs can help more low-income households with vouchers find safe and stable housing.
