Poster #151 - A Systematic Analysis of Federal Administrative Guidance on Public Participation and Lived Experience

Abstract

Despite the increasing prioritization of public engagement in policy administration, gaps persist in how federal agencies structure participation opportunities for historically underserved communities. This study systematically analyzes administrative guidance documents such as Executive Orders, federal statutes, agency memoranda, and strategic frameworks to examine how the U.S. federal government conceptualizes and institutionalizes engagement with the public in service provision. The study asks how federal administrative guidance defines and operationalizes public engagement. This research aims to clarify how public engagement is translated into procedural norms and administrative practices by analyzing the language, scope, and implementation mechanisms embedded in official federal documents. This work contributes conceptually by offering a synthesized framework of how the federal government directs agencies to structure public engagement. The findings will inform bureaucrats of strategies to advance equity in public engagement processes.
