This study reviews previous research on diffusion mechanisms and attempts to develop a theoretical framework for their analysis. There is a significant lack of studies that engage in theoretical discussions of diffusion mechanisms or offer analytical frameworks for their classification. Moreover, even in such studies, the conceptual definition of diffusion mechanisms is often ambiguous or presented only indirectly. This study first reviews existing discussions of their conceptual definitions and characteristics, and then conducts an in-depth conceptual analysis of the mechanisms and their various types. These mechanisms are analyzed along two axes (time and pace) and two dimensions (rationality and legitimacy). Furthermore, considering the conceptual nature and characteristics of diffusion mechanisms, the study argues that these mechanisms may affect the level of institutionalization of diffused policies, and that multiple mechanisms may function concurrently during the diffusion process. Given the current lack of theoretical discussion and analysis on diffusion mechanisms, this study’s attempt is expected to contribute to the development of diffusion mechanisms as a significant area within diffusion studies.
