Abstract

As education systems across the nation continue to confront persistent inequities and workforce challenges, there is an urgent need for resilient, data-driven strategies to ensure that schools are staffed equitably and effectively. This proposal outlines a comprehensive methodology to track and evaluate staffing ratios in relation to student enrollment and contextual needs. By identifying under-resourced schools and highlighting areas where additional support is necessary, this framework facilitates transparent, cross-sector collaboration and adaptive policy-making. The final paper will present the application of this methodology using data from a partner school district, offering a replicable model for broader adoption.


Methodology Overview:

The proposed approach combines quantitative data analysis, stakeholder engagement, and policy alignment across three key phases:


1. Data Integration and Benchmarking

The methodology begins with the collection and standardization of administrative data across schools and districts. Key data points include:
