Helping Maryland Connect Underserved Families to Crucial State Tax Credits

Abstract

The Urban Institute, in partnership with the Comptroller of Maryland, conducted a mixed-methods research project on how Maryland’s changemakers can better connect underserved families to the state’s largest income tax credits. We analyzed data from the Comptroller of Maryland on the state’s EITC and CTC (including the number of qualifying tax units and claiming tax units) between 2020 and 2023. Through this analysis we identified counties with large populations and shares of tax units missing out on tax credits, as well as demographic groups more likely to miss out on these credits.  We then conducted interviews with stakeholders (including non-profit organizations, government agencies and trusted messengers) in the state to identify lessons learned from past and ongoing outreach efforts. Finally, we convened focus groups in 6 counties of Maryland to understand the main barriers faced by individuals and families to access tax benefits. With our findings we produced a “Tax Credit Playbook,” a resource toolkit that identifies existing assets and gaps in outreach, education, and tax preparation services to better connect with and support underserved families across Maryland.
