A research partnership with the Center for Early Learning Equity (CELFE), supported a research study analyzing the methodological approach related to cost modeling, including completion of final reports to the field, as well as an analysis of the impact these models have had. This research entailed the following components: an Archival Analysis of 25 public local and state early care and education cost models, which were compiled into a database. Second, a survey both to cost modelers as well as commissioners of cost models at the state and local level, and finally a series of focus groups with local and state leaders to learn about the lessons learned as well as the impacts. The research partnerships formed throughout this study allowed the results to be shared at a national community of practice meeting series facilitated by CEFLE, called the Cost Modeling Technical Network Meeting, as well as with an organization newly beginning to think about a convening to develop a set of standards or guidelines for the field of early childhood cost modelers.
