Abstract

In today's landscape, with increased frequency and severity of disasters, co-production in emergency response are crucial focal points for long term community resilience. This panel explores these interactions and policy solutions to enhance resilience during preparation, disasters response, and future planning. 


The discussions in this panel will revolve around elements of these citizen-state interactions and how they can be utilized to promote policy solutions for building resilience during and after emergencies, emphasizing the importance of collaboration between practitioners, government, and communities. We will explore how co-production, culturally competent disaster planning, and strengths-based approaches contribute to effective policy development. The panel will also address the role of social capital and self-governance in enhancing community resilience and recovery efforts.


Presentations will draw on emerging and existing research, including case studies on Maui's disaster recovery, community-based simulations, police co-response efforts, electricity outages from extreme weather events, and lessons learned from and COVID-19 and the opioid crisis. This session will highlight how collaborative, evidence-driven policy solutions can help communities and governments better respond to and recover from crises. Looking to the future, the conversation will center on bringing the focus back to communities and their input for effective and meaningful policy solutions and public services.
